Police said he is known to visit London Road and the Everton area, including Netherfield Road and Everton Park.
He has a distinctive scar on his right eyebrow.
He is described by police as 5ft 10in tall, of medium build, with short brown hair.
Detective Inspector Amy Smith said: “We are becoming increasingly concerned for John’s welfare as it is now over five weeks since we had the last confirmed CCTV sighting of him and his family are very concerned.
“I would ask anyone who has seen him or spoken to him since the 9 th February or know where he is to contact us as matter of urgency.”
The police appeal comes after John's mum urged people to help find her son.
Ada Dickens, 69, last saw her son on Tuesday, February 9.
She said: "He'd drawn his money on London Road and said, 'here mam, here's £25. I still owe you £20 and I'll give you that in my next payment.'
"He usually comes back the same day but he didn't."
John had recently got a new flat on Netherfield Road in Everton just before Christmas.
His dad visited the flat a few days after he was last seen to help him decorate it but John wasn't there. They left a note for him to get in contact.
Anyone who has seen John or knows where he is can contact police via 101, our social media desk @MerPolCC on Twitter or 'Merseyside Police Contact Centre' on Facebook, or the charity Missing People on 116 000.
