A "significant amount of drugs," phones and cash were seized after officers chased down two men and arrested two others.
Officers were carrying out enquiries on Woodchurch Lane, in Prenton, Wirral, before they saw two men run off from a top floor flat.
The two suspects, aged in their 20s, were chased down on foot by officers, who arrested them.
When returning to the address, police found two further men inside and they seized suspected cocaine, cannabis, phones and other items.
All four men were arrested on suspicion of possession of cannabis and possession with intent to supply Class A drugs, and taken to police stations for questioning. They have since been released under investigating pending further enquiries.

Community Policing Inspector Tom Welch said: “This was excellent police work to chase and detain two suspects and locate two more, in addition to recovering significant amounts of drugs destined to cause harm in our communities.
“If you suspect that drugs are being stored and supplied in your area, pass information on directly or anonymously via Crimestoppers and we will take action.”
